How many people do you need at an Alumni Networking event?

Yesterday I was sending reminder emails to students for the Alumni Event we have organized in Boston. I didn't know how to pursuade people to come to the event. I heard from some that they looked at guest list and saw very small list of attendees. So, everyone was waiting for others to sign up the confirmations just didn't move. Part of less confirmations initially was because we got very late in sending out the invites as the place we had booked earlier backed out of the deal. The other reason is there is another conference on China in HBS during the weekend.  But I thought - isn't it better to have less people around you so that you get more time to spend with alumni and make stronger connections ?
